Welsh Liberal Democrat AM for Brecon and Radnorshire, Kirsty Williams, is backing her party's calls for more stable funding for schools.
Currently, schools are given money on a year-by-year basis, making it difficult for them to make plans for the future.
Ms Williams said: "The Welsh Liberal Democrats would make it a priority to introduce three-year budgets for schools, ensuring that education is funded on a fair and stable basis. Three year budgets would allow better forward planning, and create a better learning environment for our children through smaller class sizes and improved school buildings.
"In addition, I am committed to reviewing factors such as deprivation and transportation in school funding, to ensure that funding is based more on objective need rather than historic costs. We would develop a much more transparent and stable process, easing the headaches for headteachers. Creating the best learning environment is the Welsh Liberal Democrat priority for education."
